Heres the local mode and test mode activated problem on Nokia 5000.
This solution show the chip resistor that is connected to the cell phone battery terminal BSI line this resistor might get damaged and needs to replace when a local mode or test mode shows when the powering up the said nokia 5000.

Some test mode and local mode problem due to a weak cell phone battery itself and also the battery terminal BSI lines being corroded, so make sure to consider those area is properly check and being tested.
